Abstract:	The Virtual Home Environment (VHE) concept poses important requirements on Quality of Service (QoS) management, which are not fully addressed by current OSA and Parlay frameworks. OSA/Parlay expose a limited amount of network information, on the one hand, whilst not allowing for the required level of QoS control, on the other hand. This paper elaborates on the QoS functionality required by the VHE and discusses the related limitations of and necessary extensions to current OSA/Parlay specifications. A case study is used to illustrate the issues tackled in the paper.
